Carbon Regulation

Carbon regulation has the potential to impact rates and current renewable energy assets. The design of these programs is impactful to customers, particularly if they overlap with existing renewable or clean energy programs. Policy design should consider: what source types are regulated and how utilities are regulated under the program, how the accounting mechanism interacts with existing carbon credit mechanisms, and how they impact electricity rates.
